Wage Order 7 requires reporting-time pay when an employee reports for a scheduled shift but is given less than half the scheduled hours: the employer owes half the scheduled shift, with a floor of two and a ceiling of four hours, at the regular rate. Ward v. Tilly's extended that obligation to on-call call-in shifts — where an associate must call in (there, two hours before a potential shift) and is then told not to come in, the court held the associate had "reported for work."
